The greatest barrier to the effective use of Open Education Resources (OERs) is the time required to locate, identify, evaluate, and integrate them into existing instruction. Researchers have found that locating credible OERs was time consuming, and in some cases, impractical due to the confusing multitude of repositories and distribution channels.
